I (finally) found where my problem with these Avatars and titles had been.
You should be able to see a place to addan avatar now in your user CP, and under Edit Profile you can change your forum title.
I made a Test User and was able to add an avatar and change my title.
This damned BB has waaaay too many options, if you ever saw this control panel as opposed to the crap phpBB one, you'd understand why it took me so long to figure it out.
